Milk Loss Disaster Assistance Program Summary

Our Lakeshore Federated Dairy Cooperative (LFDC) group provides important producer representation on National and State dairy issues through our membership involvement in the Midwest Dairy Coalition and the Wisconsin Federation of Cooperatives.

LFDC also provides a unified voice and active participation in federal milk order hearings and other milk marketing issues. Milk Loss Disaster Assistance is available to member-producers of Milwaukee Cooperative Milk Producers, Manitowoc Milk Producers Cooperative, Mid-West Dairyman's Company and Scenic Central who are marketing their milk under this program.

A Committee appointed by the Lakeshore Federated Dairy Cooperative's Board of Directors shall administer the Disaster Assistance Program. The recommendations of the Committee relative to the assistance provided shall be subject to approval by the Board of Directors, whose decision shall be final.

Member-producers' milk loss claims under this program are categorized as follows:

ONE: LOSS DUE TO ELECTROCUTION OR LIGHTNING

The loss of milk income caused by the death of a milk cow by either lightning or electrocution through direct current shall be reimbursed at the rate of $250.00 per cow. Verification of electrocution must be made by a licensed veterinarian.

TWO: LOSS OF ELECTRIC POWER

Assistance may be made for no more than seventy-five percent (75%) of "production" lost during the time of power outage, when the outage is caused by failure of the public utility to deliver electric power to the farm service entrance. Payments will be made for up to a maximum of three (3) days. Documentation of loss and power outage is required.

THREE: LOSS DUE TO SNOWSTORM

Where loss of milk is due to inability to deliver, caused by accumulation of snow on public roads, assistance may be made for no more than fifty percent (50%) of the value of milk lost not to exceed two (2) days production per occurrence with proper documentation provided.

FOUR: LOSS BY FIRE, WINDSTORM, ETC.

Assistance may be provided where loss of milk is directly caused by damage to milking and cow housing facilities by fire or windstorm. Any fire category claim must have submitted a statement from the local fire authority official &/or a claim statement from the insuring casualty company. Assistance for lost milk production is available for a maximum of thrity (30) days following not to exceed $250 dollars for one (1) month's barn rent or for establishing temporary milking facilities. The value of milk stored on the farm at the time of the disaster, lost because of the disaster (less those normal marketing deductions and charges which would have been deducted had the milk gone to market) constitutes a loss and qualifies for assistance at 100%.

FIVE: REPORTING AND PROGRAM ADMISTRATITIVE

All losses shall be reported to the member-producer's cooperative within sixty (60) days following a disaster. The purpose of this Disaster Assistance Program is to assist member-producers of the named cooperatives who sustain milk income loss, due to a disaster, through no fault of their own. The determination of disaster loss shall remain within the discretion of the Board of Directors of LFDC. Assistance may be granted, modified, or denied by the Board of Directors, in the event of a catastrophe, upon receipt of the recommendation of the Committee.

These guidelines have been set up in order to assist the dairy producer in understanding the benefits of Lakeshore and the disaster assistance program. All previous published guidelines are NULL AND VOID
